McCargo leads Urban Institute’s Housing Finance Policy Center and its vast portfolio of research and analysis. She works across the institute and with policymakers at the state, local and federal levels on issues related to housing finance policy, racial equity, homeownership and wealth. She is national expert on issues including Black homeownership, drivers of the racial homeownership gap and the related barriers.
